Concentrated Animal Feeding Operation Regulations.

CAFO pamphlet from New York Farm Bureau

New York State has enacted concentrated animal feeding operation regulations that may affect our farms. It is important to be familiar with these regulations and make sure that your operation or future operation is in compliance with the law.

We strongly recommend you visit the NY State Department of Environmental Conservation’s website concerning these regulations at:

www.dec.state.ny.us/website/dow/cafohome.html

A great local resource to help farmers understand and comply with the regulations is the Jefferson County Soil and Water Conservation District. They are available to answer your questions Monday – Friday 8:00am – 4:30pm. You may contact the SWCD at:

Jefferson County SWCD
P.O. Box 838
Watertown, NY 13601
Ph. (315) 782-2749

Or email your questions to:

Manure Spill Prevention Information on New York EDEN Web Site

Through a collaborative effort on the part of several Cornell Cooperative Extension programs that work with livestock producers, water quality, and farm safety and health issues, a Web page has been created and may be accessed through the New York Extension Disaster Education Network (NY EDEN)
website: http://emergencypreparedness.cce.cornell.edu
(Click on "Manure spill response and prevention" under "Agrosecurity.").

The Web page addresses the following issues regarding liquid manure storage facilities:

  • Emergency Action Plans for Manure Spills

  • Spill Prevention and Applicable Standards

  • Education and Training Resources

  • General Information on Manure Storage and Safety

Four Cornell programs are involved in this collaborative effort: Pro-Dairy, Cornell Manure Management Program, Natural Resources and Environment, and Cornell Agricultural Health & Safety Program.

To access the webpage directly, go to:
http://emergencypreparedness.cce.cornell.edu/agrosecurity/Pages/ManureSpillResponseRecovery.aspx

For further information, or if you do not have access to the internet, please call the Cornell Manure Management Program at 607-255-1819.

Also visit the Dairy Environmental Systems website, the purpose of which is to develop and deliver sound information and tools to dairy farmers and their advisors engineered and packaged in ways that allow farmers to make sound business decisions in production areas that influence air quality, the climate, and water quality. Renewable energy (dairy manure-based anaerobic digestion) is also a major focus area of the program.
